The City of Victoria is a Statutory Plan A form of government, whereby the City Administrator serves as the Chief Executive Officer.

The City Administrator's Office is responsible for overseeing all day-to-day City operations, insuring financial stability, fostering sound financial management practices, facilitating strategic planning for future growth and development as well as operational efficiency and for maintaining the City’s overall commitment to providing high quality services to the Victoria community.

The City Clerk has many statutory functions. The Clerk, along with the Mayor, signs all official city documents. The Clerk manages all city elections. It is the Clerk’s responsibility to maintain all official documents, minutes, ordinances, and post notices of meetings.

The City of Victoria's Department of Administration duties include:

  • Supervise elections in the City of Victoria for all primaries and general elections.
  • Coordinate and communicate with other local, regional, state and federal government and quasi-governmental agencies on projects and issues affecting the City.
  • Provide communication and public relations to the news media and community residences through various means, including: the City News Letter, local cable access, local print and radio media, utility bill messages, etc.
  • Provide staff support, technical assistance to Victoria Planning Commission, Victoria Park and Recreation Committee and Victoria Economic Development Authority.
  • Responsible for all City human resource management and training.
  • Manage public utilities.
  • Oversee and coordinate all other department activities, including: park and recreation, planning, economic development, engineering, building inspections, public works and fire protection/police protection.
  • Serves a "customer service" function by following up on questions and comments from residents.
  • Work closely with Mayor and City Council advising them on all significant matters and presenting all items that require Council action or approval.
