The Comprehensive Plan is Victoria's official statement
used to guide development, redevelopment, and preservation of the City and the orderly annexation area by setting forth community-wide
goals, policies, plans and programs governing land use, transportation, and community facilities. Land uses included are farm and
residential (and the density of development of such areas), commercial, industrial, and park and open space. Community facilities
and services include the basic physical facilities necessary to operate the City as ancillary facilities. The transportation plan
includes pedestrian/bike routes, new transit, collector streets, minor arterial streets, and principal arterials (freeways).
Water resources, solid waste, and downtown redevelopment are also covered in the Plan. All elements of the Plan
are established within a development framework which includes economic considerations.
The comprehensive plan is divided into sixteen chapters - one chapter for each major element of the Plan. The
format provides easy identification of each page and allows expansion and amendment of the document as necessary.
Purpose
The purposes of this comprehensive plan are to:
- Realize the adopted community wide goals and policies. The community-wide goals and dealing with Victoria’s identity, protection of the natural environment, downtown, a balanced transportation system with functional and aesthetic considerations, fiscal soundness, community cohesiveness, and annexation are of extreme importance. Policies dealing with creating and preserving the lakes and natural amenities by establishing the Lakes and Greenways Circles is perhaps the most fundamentally important policy in the annexation area.
- Provide an official guide to make decisions on land use, transportation, and community facilities.
- Provide a framework for policies and actions leading to the improvement of the physical, financial, and social environment.
- Promote public interest in establishing a more functional, healthful, interesting and efficient community by serving the interest of the community at large.
- Provide an effective framework for direction and coordination of activities affecting the development and preservation of the community, e.g. the capital improvement program.
- Unite Victoria and the annexation area as one community and as one eco-system.
- Inject long-range considerations into determinations affecting short-range action.
