Dear Victoria Resident:
This letter is to inform you of utility fee increases enacted by the Victoria City Council. These increases will take effect January 1, 2011 and will appear on your April utility bill.
The purpose for the rate increases is to cover increased operating costs, and reparis and maintenance of the infrastructure.
The water quarterly base charge will increase from $24.85 to $30.00. The cost-per-gallon rates will also increase accordingly. The water-rate structure encourages water conservation as required by the DNR. The water rates will have an Off-Season rate (October 1 thru March 31), which includes the $30.00 per quarter base charge, plus and additional charge of $2.81 per 1,000 gallons of water used. The In-Season rate (April1 thru September 30) includes the base charge of $30.00 per quarter, plus the progressive usage charges listed in the following table:

Sewer fees will increase from $29.70 to $31.05 per quarter. The consumption charge will increase from $2.00 to $2.09 per 1,000 gallons of water used, based on an average of the 4th quarter & 1st quarter water usage. Sinc ethe City is connected to the metropolitan wastewater system, we have incurred increased operating costs. The Metropolitan Council Environmental Services (MCES) charges for 2011 will increase by 4.6%. MCES charges make up 64% of the sewer-operating budget, so a rate increase is ncecessary to offset this increased expense.
Storm water fees will increase from $12.00 to $13.00 per quarter.
