City of Victoria Designates Sun Patriot as Official Newspaper

Minnesota state law requires statutory cities to designate a qualified official newspaper each year for the official publication of legal notices. Legal notices in this regard include public hearing notices, summaries of publications, election notices, various financial reports, and other legal publications. 

At the annual council meeting held on January 8, 2024, City Council formally designated the Chanhassen Villager as the year's official newspaper through resolution. 

On April 4, 2024, the City of Victoria was provided notice that the Chanhassen Villager, as well as its parent organization, Southwest News Media, will cease operations on April 27, 2024. The City of Victoria is required to designate another official newspaper for 2024 in the Chanhassen Villagers' absence. 

A newspaper must meet the specific criteria to be a qualified newspaper as defined in Minn. Stat. § 331A.02, subd. 1(a)-(j). Qualifications include, but are not limited to, the following: 
  • It must be printed in English, in a newspaper format, and in a column and sheet form equivalent in printed space to at least 800 square inches. 
  • It must be of general circulation in the area to which a public notice is directed or where there is a reasonable likelihood that the person to whom it is directed will become aware of the notice. 
  • It must be made available at single or subscription prices to anyone requesting the newspaper and making the applicable payment or be distributed without charge to local residents. 
  • If not a daily paper, it may be published and distributed at least twice a month with respect to the publishing of government public notices. 

On April 22, 2024, the City Council adopted a resolution designating Sun Patriot as the official newspaper of the City of Victoria for the remainder of 2024, as the Sun Patriot serves a higher percentage of Victoria residents due to its proximity to the community. 

All official publications will be submitted by the City to the Sun Patriot for official posting.
