Annual Financial Report

During this week’s Council Meeting, Jackie Huegel, CPA, an independent auditor with Malloy, Montague, Karnowski, Radosevich & Co., PA. (MMKR) presented the 2020 audit results and the Comprehensive Annual Financial Report. MMKR’s role in the audit was to provide an opinion on the City’s basic financial statements, and to test internal controls and compliance on the Financial Statement Audit and the MN Legal Compliance Audit. The auditor issued an unmodified or “clean” opinion on the basic financial statements and no findings for the other categories. This is the top opinion possible.

Community Impact: The audit found no issues with the financial management of the City.

Q1 Strategic Plan Update

Through the City of Victoria’s 2021-2023 Strategic Plan, City Council and Staff identified key priorities and set goals and related outcomes for the City over the next 3 years. The plan was adopted at the April 12, 2021 Council Meeting. Staff presented updates to the Council and an interactive dashboard illustrating the City's progress through quarter 1 of 2021 is now available on the City's website at

Community Impact: Everyone has access to the progress made on the plan by the City during January to February 2021.

 South Area Lift Station Improvements

The City opened bids for the South Area Light Station Improvements and received 4 bids. Geislinger & Sons provided the lowest responsible bid. It was recommended by Staff and approved by Council that Geislinger & Sons be awarded the contract in the amount of $1,478,695.00. The low bid amount is $247,000 below the engineer's estimate prepared after the design was completed.

Community Impact: These updates connect and manage the sanitary sewer pipes that will be extended to the south of the city that remove domestic wastewater.
