Development Review Process
We recommend an initial meeting with staff prior to starting any development project. This is an opportunity to discuss the project and receive additional information about the development process. Contact Community Development Director Patrick Smith to schedule a meeting.

Residential Development Process

Sketch Plat

A neighborhood meeting will be held to discuss the project prior to the planning commission meeting. The sketch plat will be submitted to the planning commission and city council for review; there is no approval or denial at this phase. Complete documents must be submitted three weeks prior to the planning commission meeting. If a development chooses to go forward the next step is the preliminary plat.

Preliminary Plat

The planning commission will hold a public hearing on the preliminary plat and make a recommendation to the city council for approval or denial. The preliminary plat will be presented to the city council at the next meeting following the planning commission.
  1. Meet with the city engineering staff to discuss the project prior to submittal, .
  2. Review engineering standards.
  3. Submit complete documents three weeks prior to the planning commission meeting.
  4. Submit wetland delineation paperwork, if applicable.
  5. Submit tree inventory, if applicable.

If approved the preliminary Plat can move forward to the Final Plat phase with the changes recommended by the Planning Commission and City Council. If denied, the developer can make changes and resubmit the Preliminary Plat following the same procedures outlined above.

Final Plat

The planning commission will make a recommendation to the city council to approve or deny the final plat. The final plat will be presented will be presented to the city council at the next meeting following the planning commission.
  1. Submit complete documents three weeks prior to the planning commission meeting.
  2. The final plat must be consistent with the preliminary plat.

Approved final plats will be filed with Carver County. Upon denial, developers may make changes and resubmit the final plat following the same procedures above.

Commercial Development Process

Commercial property developers should contact the community development staff to review permitted and conditional uses and requirements for commercial development in the central business district .
