This week's Council Brief covers resolutions approving the 2023 year-end transfers, fund balance assignments, and interfund loan; a request from a private property owner to purchase a portion of the city-owned Outlot Q in Deer Run; and an easement vacation for 2145 Gallery Court.

2023 Year-End Transfers, Fund Balance Assignments, and Interfund Loan
Funds not spent in 2023 need to be reassigned by City Council for projects in 2024.

Discussion Overview
Every dollar expended and received is accounted for within the City's annual budget and if budget projections differ from actual, the City must take action annually to ensure a balanced budget by authorizing transfers and assigning fund balance.

Community Impact
The current balance for the Revenue Stabilization Fund is $763,237 and after the proposed transfer in of $409,262, the new balance will be $1,172,499. The temporary interfund loan has no budget impact. Changes in assignments result in a $228,800 increase in the General Fund Assigned Fund Balance.

Private Property Owner Request to Purchase a Portion of a City-owned Outlot in Deer Run
The owner of 2145 Gallery Court, Donavon DesMarais, approached the City of Victoria requesting to purchase a portion of an outlot to allow for the installation of a swimming pool in his backyard.  

Discussion Overview
City Council went into a closed meeting to discuss the potential sale of a portion of the City-owned outlot adjacent to 2145 Gallery Court described as Outlot Q, Deer Run, Carver County.

Community Impact
City Council rejected the sale of the outlot but decided to waive fees if the owner would like to apply for a variance.

Easement Vacation for 2145 Gallery Court (Public Hearing)
Donavon DesMarais submitted an Easement Vacation application requesting the City consider vacation of a drainage and utility easement in the rear yard of 2145 Gallery Court.

Discussion Overview
Since the sale was not agreeable to the City Council, the easement vacation was not required.

Community Impact
This issue was tabled as staff will communicate with the property owner.
